This study determined the process of management of funds of selected
government agencies, the Ecosystem Research and Development Bureau (ERDB),
the Provincial Environment and Natural Resources Office (PENRO), and the
Department of Public Works and Highways (DPWH) located in Los Baños, Laguna.
The researchers found that management of funds of government agencies
differ. ERDB, being a central office, has a right to play the key facilitating role in the
implementations and operations, thus, broadening its scope in getting other sources
of funds, allocation, disbursement and monitoring. PENRO and DPWH, which are
in the district level, are dependent on the central office. It is possible, however, that
the funds allocated by DBM may directly be given to PENRO and DPWH without
passing through the central office. This is practiced in order to eliminate corruption.
Results of this study were gathered through survey and interviews with the
employees of the accounting and administrative offices of the selected government
agencies who are involved in the management of funds
Based on the results of the study, the researchers recommended that ERDB
maintain their current practice in managing their funds. The researchers also
suggested that PENRO and DPWH orient their employees, especially those in the
accounting and administrative section, about the management of funds for them to
better understand the system and appreciate more their work as part of the
management of funds of their government agency.
